FN-2199 is back with his other fellow First Order buddies. Solidarity allows FN's excessive "balance of the force" to make him somewhat playable.
Game tactics are simply trying to reduce damage from going to FN, while at the same time loading him with Weapons. Alternatively, the Executioners can be useful with some Weapons on them. The next simple tactic is to try to beat the enemy down, to get the Executioners to get their ability to roll their die again.
