Definitely not tier one. It was made to be a bit of fun and to tweak along the way to make it something better. I just think Yoda does cost a bit too much for what you get.
That's where I promptly forgot my ideas of younglings and thought more about 30 base character health, great shield fun regardless of unblockable damage and their is potential for playing with this build I think.
