Easy to get with expensive cards that help out mostly General Veers. Imperial Armory mostly because it helps with the expensive upgrade cards.

I would remove both Flame throwers and add in 2 Jetpacks. Also, you are going for fast damage, so I don't think Crime Lord would be too useful in this deck. Also might want to consider dropping Drudge Work for Underworld Connections. That would also make My Kind of Scum Useless and free you up for some Data Pads or more guns. I also hate outpost, but that is your call for keeping it or not. Might even add in a second local garrison to deny them money each round. Never thought of that until you put it in your deck so that is cool.
