Three game choices.
If they go for palpatine: everything on phasma.
If they go for phasma: everything on the emperor.
If they switch targets: switch who you upgrade.
Use holocron to cheat out nice ability cards. Swap up to get the ion disruptor.
Leadership/price of failure for the kill. Also the battlefield with Phasma is really nice, late game you can often just claim and win. No mercy play is evil (always try to discard the full 4 cards to make it huge). This deck is based on my Emperor guard deck which did very well at my local store championship.
NOTE: If I get another tactical mastery I will replace 1 copy of leadership. I would also look to play temptation over enrage.
